What is your objection to the image? Is it the format? Size? Resolution? Content?
In my opinion, this is far from vandalism. Vandalism would be deleting entire articles and replacing then content with inappropriate words, or something similar. Basically; done with the intent to cause offense.
This user is obviously very active and they are _trying_. The best course of action is to guide them. If you object to an edit, please be as specific as possible with your objection. E.g. "Do not add this image because it is the wrong size/format/whatever-the-reason."
I see, sorry about that. I tried to leave a message on their wall but it appears that it did not work. For now, the image is still up, let us assume they will leave it alone.
(Coxal15, if you're reading this, the same I wrote above applies: when removing someone else's work, please be specific what you objection is, so that the other person can improve their work. Better yet, if you're unhappy with someone's _recent_ edit, you should talk about it first instead of removing it.)
Hi. I just noticed an IP editor who has made 52 edits, all of which have been posting the same very long comment that was completely unrelated to the wiki. (Here's the most recent example: link.) Can you please block this user for however long seems appropriate?

Absolutely! First off, the Wiki is open to everyone (even without user accounts), so you don't have to ask for permission :-) Just go ahead and edit/add whatever needs editing/adding. If anything gets messed up, we can always roll back. Happy editing!
